Army supportive of JADC2

The Army is bullish to be a partner to the Air Force in building out the military’s futuristic network-of-networks, known as Joint All Domain Command and Control (JADC2). Secretary Ryan McCarthy said the two services are off to a "very good start to the discussion" but have "a lot of work to do." There is concern that while JADC2 is meant to be a joint-force program, the services will inevitably split off in their own directions, as they have done so often in the past. But McCarthy looked to allay those fears, emphasizing the cooperation that is already happening. Jackson Barnett has more on JADC2.

IRS on blast for phone location data subscription

The IRS is under investigation by the Treasury Inspector General for Tax Administration for subscribing to a commercial database containing the phone location data of millions of citizens. Sens. Ron Wyden, D-Ore., and Elizabeth Warren, D-Mass., recently sent a letter to the IG asking it to review the IRS's warrantless use of the Venntel database between 2017 and 2018. While this isn’t the first instance of federal law enforcement seeking access to citizens’ phone location data, it is for the nation’s tax collector, which has recently come under fire for targeting poorer Americans with audits. Leaders push DOD to test and evaluate AI

Former top national security leaders issued a report this week pushing for the Department of Defense to establish a more collaborative approach for the testing and evaluation of artificial intelligence. A former No. 3 official at the Pentagon, Michèle Flournoy, was one of the authors of the report, and in a webinar Tuesday, she said testing and evaluation is so important because AI without trust won't be useful. “This is going to require much greater coordination across the entire [testing, evaluation, validation and verification] ecosystem,” Flournoy said. GSA introduced Polaris GWAC

The General Services Administration is planning a new governmentwide acquisition contract (GWAC) after canceling the Alliant 2 small business contract earlier this summer. Under the new so-called Polaris GWAC, GSA plans to increase the quality and diversity of IT available to agencies. Named after the “guiding star” in the night sky, the contract will increase the pool of qualified small businesses that provide emerging technologies like artificial intelligence, blockchain and 5G gear, as well as areas such as robotic process automation, cybersecurity and cloud services.
