Pentagon developing guidance for ethical AI

The Pentagon's Joint Artificial Intelligence Center faces the daunting task of building ethics into the Department of Defense's use of AI while keeping up with global competitors. It's a subtle balance between moving with speed and testing to ensure any use of the emerging technology is done in ways that uphold the department’s values. Alka Patel, the JAIC’s head of AI ethics policy, spoke with FedScoop about the center's work to develop a document that turns the DOD's ethical principles into clear guidance and how testing and evaluation will make the DOD a global leader in ethical AI. A new CIO at HHS

The Department of Health and Human Services has a new acting CIO and CDO. Perryn Ashmore, who previously served as principal deputy CIO, will lead HHS's IT and data efforts moving forward. Jose Arrieta, who served as HHS’s CIO since May 2019 and later acting CDO as well, departed Friday, two weeks after announcing his resignation. Dave Nyczepir has more from HHS.

A new process for securing the federal supply chain

The Office of Management and Budget is out with a new rule establishing how the Federal Acquisition Security Council will recommend threatening technologies be removed from federal information systems or excluded from future procurements. Previously, agencies worked individually or in small groups to identify supply chain threats and vulnerabilities, but the interagency council will now handle risk information sharing, analysis and assessment. The FASC’s recommendations will be based on 10 criteria concerning the technology it’s evaluating. Dave has this one too.

OMB directs agencies to stand up vulnerability disclosure programs

In partnership with the Cybersecurity and Infrastructure Security Agency, OMB also issued a policy Wednesday ordering agencies over the next six months to set up vulnerability disclosure policies (VDPs) to work with outside security researchers to find and fix software bugs. Through VDPs, agencies will forswear legal action against researchers who act in good faith, allow participants to submit vulnerability reports anonymously and cover at least one internet-accessible system or service. It’s the latest sign that federal officials are warming to white-hat hackers from various walks of life. CyberScoop has more on the policy.
