GSA, OPM partner on human capital services contract vehicle
The Office of Personnel Management is seeking vendors to offer services on its new governmentwide human capital contact vehicle.
On behalf of OPM, the General Services Administration introduced two requests for proposals Monday under the new Human Capital and Training Solutions, or HCaTS, vehicle. The contracts are for governmentwide, multiple award, indefinite-delivery, indefinite-quantity procurements, one of which is set aside for small businesses.
Through the new vehicle, OPM will oversee and manage human capital procurement spending as part of the GSA-led, governmentwide move to category management, a federal approach to acquisition in which the government acts as a single buyer of categorized goods and services to limit redundancies and bolster efficiency. The RFPs “represent an important first step in building a sound foundation for the human capital category,” a GSA release says.
Through HCaTS, OPM will not only be able to more strategically source human capital products and services — like customized training and development services, customized human capital strategy services, and customized organizational performance improvement services aligned to the Human Capital Assessment and Accountability Framework — but it will also be able to procure those resources much more efficiently.
“The partnership with GSA allows us to create a highly efficient, innovative, and flexible approach to providing human capital and training services,” acting OPM Director Beth Cobert said in a statement. “This acquisition solution ultimately will make it easier for federal agencies to get what they need in human capital services, when they need it. We look forward to reviewing the responses to the RFP and finding the best private sector partners to help us move forward.”
The deadline to submit proposals for the standard HCaTS and the small business HCaTS is Oct. 16.
